O. Feldman: the scholarship granting ratings must be controlled by the students

“If the Ministry of Education started talking about the academic ranking by which higher education institutions will determine the best students, in this case they must be open both for students, and for parents (and for employers, by the way) on the institutional website”, – the Ukrainian MP Oleksandr Feldman declared, commenting on the new system which is sharply reducing the number of educational grant receivers.

According to him, only then it will be possible to talk about responsibility of higher education institution for ratings and their criteria because here the corruption component can be very high.

“Here a lot of things depend on student’s self-government, how actively students will participate in developing criteria, in list management control, in their publicity and in abuse prevention. There’s no need to be afraid and if the problems exist, each student can address me personally for support”, – the politician emphasized.

He noted that the official’s statements  from the Ministry of Education that 43% of young people will get academic grant, and 7% – social guard put the MP on guard. “Is that all “excellent students” and “exempts” were counted in advance and lowered this “standard” on the cities and higher education institutions?, – Oleksandr Feldman emphasized. – It seems to me, such installations have nothing in common with justice. There I see the main danger to society and to the younger generation which even more often doesn’t connect the professional future with Ukraine”.

As the positive moment he noted that the successful contract student who passes exams with “an excellent mark”, pursues science, will be able to get chance to state-financed student and to get a grant from the state. “Such talented young people who are extremely involved in the future profession are worthy all state support. But it is almost impossible for such children to break a bureaucratic barrier between “contract” and “budget”. So, the academic ranking must be common and the corresponding mechanism of rotation must be provided”, – Oleksandr Feldman emphasized.

He also noted that the working students now often complain of difficulties and misunderstanding therefore deputies should work over legislative arrangements on youth employment.

 “The main point in this situation is that expenses for education musn’t be cut down. To solve problems of budgetary expenditure optimization by means of cutbacks to science  and education funding is a dead-end road, and practically – a shot in the future”, -Oleksandr Feldman declared
