Oleksandr Feldman: “Heat counters are just the beginning”

Good news: the modern metering devices will be installed in a thousand multi-storey apartment houses in Kharkiv within the project of reconstruction of the heat supply system at the expense of the World Bank.

The World Bank is one of the most reliable and respected investors. Its investments in Kharkiv are the evidence of the confidence in the city, in its ability to effectively develop and to successfully draw credit funds, which will be returned at the expense of the savings, Ukrainian MP Oleksandr Feldman is convinced.

“As far as I know, the installation of the counters is only half the battle. The residents of Kharkiv living in the multi-storey apartment houses will be able to feel the effect of the modernization in full only if they provide their apartments with heat insulation.

My voters who live in Novo-Bavarskyi and Kholodnohirskyi districts often come to my office to ask when the counters will be installed in their houses. That is why it is very important the process to be open and public. The website of the city council published the list of houses, which are subject to this modernization. People are also concerned with the question of avoidance of slowness, mess and bureaucracy during the registration of rights of citizens to energy credits and the compensation of bank interest rates.

However, it is only part of the story: I think that the next step should be the individual temperature control in the apartments of old multi-storey buildings. Thereby, we will provide each resident with the opportunity to regulate temperature in the apartment independently and see the economic results in the household bills.

When the apartment owners have their own system of heat metering and distribution, they will try to provide their apartments with heat insulation as fast as possible in order to cut down expenses.

You may say that we have nothing similar in Ukraine so far. But Kharkiv, as a city of science and modern technologies, may become a pioneer and set an example of saving of the precious heat for the whole country.

Let’s hope that the residents of Kharkiv will feel the efforts of municipal authorities in the heat supply modernization not only by the comfortable temperature in their apartments, but they will also see the real economy in their household bills.”
