– I read forecasts for development of a new political season. There are a lot of issues the experts talk about: gold and foreign currency reserves, unity or disintegration of the parliamentary coalition and even about “reforms of the International Monetary Fund which force Ukraine to move in a track of world economy”, – the Ukrainian MP Oleksandr Feldman enumerates.
– Not a word about people, how the Ukrainians live, more precisely – survive in this “track”.
Under this information noise the People’s Deputies should adopt reforms including medical which will concern life and health of each citizen at face value. I discussed this aspect with doctors, scientists-physicians and health service managers. Most of them are outstanding experts in the branch of medicine, world-class professionals. They have a set of questions concerning pragmatic angle of the reform on which there is no answer in the profile ministry.
Perhaps, “the untrained eye” is required for fighting corruption, but in case of a reform the public advisory board is indispensible. Invite the best representatives of a profession, hear out the specific requirements to make our medicine qualitative and available to people. Who else but they know it best, and, above all – understand? If the experts are brought together on a meeting, that’s just to declare: “We’ve conferred and I decided”. The optimization of health care for the sake of the cost cutout is hardly a reform.
The adopted education reform also raises questions. Certainly, it is innovative for us, for instance, the emergence of field-specific higher forms, the 12-year cycle of studies at the escalating volume of knowledge which the modern school student must master. On the other hand, the culture of democracy and the European values which are proclaimed in the law conflict to the actual liquidation of schools training at languages of ethnic minorities, and a number of European Governments have already drawn attention to it.
The pension and land reforms which are just as contradictory are next in line. So, the land reform isn’t ready to implementation at all. There’s no telling how the land market must operate, there are no transparent auctions and there is no State inventory.
The amendments proposed by structurally spirited People’s Deputies are generally not accepted by the majority.
One thing is for sure: we will get an abundance of scandals, mutual political recriminations, circus performances under the dome of the Parliament and the next revelations which just don’t work out.
According to the sociological researches, most of the Ukrainians characterize a situation in the country as intense, and a third of citizens as critical. And that speaks volume.
