The Kharkiv region will receive additional resources from oil and gas production in its territory. Yesterday, on November 1, the parliament in the first reading promoted the bill № 3038 guaranteeing 5% of a rent of oil and gas extraction to local budgets. The Ukrainian MP Oleksandr Feldman wrote about it on his Facebook page.
“I totally support this initiative which is an example of real financial decentralization. Earlier all oil and gas rent went to Kiev, bypassing the gromadas which received only environmental problems and used-up roads from the production. Now a part of money will stay put – in the regional, district and rural budget. Experts estimate that these 5% in practice amount to 2-2,7 billion UAH. For my native Kharkiv region in which about 40% of the Ukrainian gas is recovered, the question price is hundreds of millions hrn. I support and insist: already in the budget of 2018 the gromadas must receive not 5%, but 10% of oil and gas rent. The rate on financial decentralization is the vector of these reforms uniting the country. We all want to build the strong state, but without strong gromadas it is impossible” — Oleksandr Feldman emphasized.
