Oleksandr Feldman presented a social doctrine

A people’s deputy of Ukraine, a co-chairperson of a political party ‘Nash Kray’ has presented principles of a new doctrine of a social policy.
‘We became the poorest country in Europe, and I’m afraid to predict, but unless we change a doctrine of a social policy, a social collapse is inevitable’, Oleksandr Feldman stated.
According to him, the state is not economically stable to maintain a joint and several pension system, and the armed conflict in the east part of the country provides Ukraine with new citizens requiring social protection and compensations.
‘These are new target groups: temporary immigrants, military officers, those who need rehabilitation, the disabled that are not subject to old bureaucratic approaches of post-Soviet Ukraine’, the people’s deputy points out.
According to Oleksandr Feldman it is possible to save the situation by means of a new doctrine of social relationships between the state and citizens.
‘One of its new principles must be targeting, real targeting, but not a technical separation based on payment categories’, the politician told. ‘Social services must be focused on solving real problems of people, but not redistribution of budget funds in accordance with their visions of needs of these people. It is necessary to use a new principle of searching problem solutions by means of a flexible social budget, but not strict preliminary planning of budget lines on mythical needs that exist only in heads of executive official’.
