Business has to pay the tax on packing which is suggested to be issued for a solution of the problem of recycling, but not end-users. The People’s Deputy of Ukraine Alexander Feldman wrote about it on his Facebook page.<\/p>\n

“Colleagues deputies introduced the bill assuming introduction of a tax on production and import of packing and goods in packing. The initiative is urged to stimulate recycling of packing materials and declining share of not utilized residential combustion. The bill contains a number of important provisions, for example, enters the concept “packing” into a legislative field without which it is impossible to regulate a turnover and recycling of packing materials or suggests the producers\u2019 incentives to use the fast-decomposed materials.<\/p>\n

All these ideas can only be welcomed. Except for one thing. All Ukrainian experiment of fiscal incentives use for encouragement of producers to this or that behavior shows: producers always shift the increased costs for the end-user. That means price increases. Also I am afraid that in the offered edition “the tax on packing” will have the same consequences. Packing will rise in price not for the producer, but for the simple buyer or the simple seller. The grandmothers trading in the markets will face unexpected increase in prices for usual “packages T-shirts” and reduction of revenue. And I’m sure that the situation with garbage removal will remain invariable”, – Alexander Feldman wrote.<\/p>\n

According to him, today’s situation in economy and society is very difficult. People are forced to accept the growth of cost of many basic services. “Why to add them troubles on trifles? Let’s make the balanced decisions with well counted effect. I’m all for the solution of the problem of recycling in Ukraine! But not from the consumer’s pocket. Let business pay! Not figuratively, but in real. Business has resources and responsibility to do the right thing”, – the politician emphasized.<\/p>\n

“Fire-fighting on dumps shouldn’t lead to the outburst of the society from indignation, with a hurt feeling of justice, just because there is nothing to lose. Today is the National holiday of France well-known as Bastille Day. The French revolution became the answer to an absolutism and greed of the power. And the Ukrainian history is full of similar lessons and preventions. It is necessary to respect the people, individuals. It is necessary to measure all political decisions not with the abstract purposes, but with concrete interests of the ordinary person. And then we can make it work”, – Alexander Feldman noted.<\/p>\n
